Pig Keeping Decree -- ISN requests to refuse the Ministry of Consumer Protection's draft decree

With the printed matter no. 574/03 of 13 August 2003 (written under the responsibility of the Ministry of Consumer Protection), the Federal Government passed on to the Bundesrat the Second Decree on the Amendment of the Animal Welfare at Livestock Keeping Regulation (the so-called Pig Keeping Decree), asking for approval.

On 8 September 2003 already, the Bundesrat (upper house of German parliament) will have its Committee on Agriculture discuss about the draft decree. Should the Committee give its consent to the draft, the Pig Keeping Decree might already be put on the agenda for the first Bundesrat session on 26 September 2003. This should, however, certainly not be reckoned with, because a draft was made at the Ministry of Consumer Protection which goes far beyond a word-by-word conversion of the EU guideline. During a conference held in March 2003, the German Ministers of Agriculture reached a majority decision in favour of a word-for-word conversion of the EU standards when making them national law.

For this reason, the Interessengemeinschaft der Schweinehalter Nord-Westdeutschland e. V. (ISN) once again drew the attention of all federal states' Ministers of Agriculture to the severe competitive distortions which would certainly emerge if the Ministry of Consumer Protection's draft decree were put into practice. The ISN once again requested all federal states' Ministers of Agriculture to refuse the draft as is presently discussed.
